All of the factors you mentioned (time, funding, personnel talent, organizational structure and organizational culture) should be considered as part of a business systems analysis to build a business case and to determine the answer to several questions: Build vs. Buy, Project Scope, Project Feasibility, Costs/Benefits, Project Risks, Project Dependencies and Constraints, etc. In short, should the project be attempted, how much will it cost, what are the benefits, and does the organization have the capability to execute the project successfully.
