Resources to make an in-house cost-per-call service model

I've been reading a lot about cost-per-call or pay-per-call service providers. I've already checked out Ingenio, and I want to provide a similar service. Are there any white papers, seminars or companies out there that can teach and show me how to deploy our own in-house cost-per-call service model? Approximately how much would it cost me to get started on a small scale? What equipment would I need?

To my knowledge I have not seen many any specific seminars on this issue. However, there are sources that you can look to for assistance. There are consultancy companies such as InfoTech out of New Jersey and analysts such as Niki Scevak from Jupiter Research and Lauren Rich Fine from Merrill Lynch. I would recommend that you start from here.
