Any advice as to how I might locate a user group that works with the design of speech recognition infrastructures?

AVIOS (Applied Voice Input/Output Society) is your best bet. They are a not for profit membership organization focused on speech technologies. They also sponsor the SpeechTEK conference, coming up in San Francisco in March. Beyond that, you could look into the groups that are developing the VXML and SALT specifications, or user groups for the various vendors, such as Nuance and ScanSoft.
